TDA Advocacy in Action: 89th Texas Legislative Session Highlights
The 89th Texas Legislative Session has officially adjourned, and the Texas Dental Association is proud to report on several significant victories for our profession and our patients. Thanks to the tireless advocacy of TDA leadership and our legislative partners, we were able to protect, promote, and strengthen dentistry across the state.

Legislative Wins for Texas Dentistry
✅ Medicaid Dental Funding
TDA helped secure approximately $140 million in new funding to increase reimbursement rates for frequently billed Medicaid dental codes—an important step in supporting providers and improving patient access to care.
✅ DIY Orthodontic Appliances Regulation
Partnering with the Texas Association of Orthodontists, TDA championed legislation requiring an in-person exam by a licensed Texas dentist before the sale of orthodontic appliances. This common-sense policy enhances patient safety and strengthens consumer protections.
✅ Pediatric Anesthesia Coverage
In collaboration with the Texas Academy of Pediatric Dentists, TDA successfully advocated for a law that mandates medical insurance coverage for general anesthesia when deemed medically necessary during pediatric dental procedures.
✅ Fair Payment Protections
TDA worked to defeat legislation that would have eliminated equal payment requirements for in-network and out-of-network dentists, preserving fair reimbursement practices.
✅ Licensure Compact Opposition
TDA took a strong stance against proposals that would have allowed out-of-state dentists to practice in Texas without proper licensure through the Texas State Board of Dental Examiners, maintaining high standards of care.
✅ Preserving Water Fluoridation
Efforts to ban community water fluoridation were met with firm resistance from TDA. We continue to advocate for this vital public health measure that benefits all Texans.
